I would like to make a post in the questions area. Is there a rule where I have to make a certain number of posts or I have to be active for a certain amount of time?

The answer is easy: You can 't post a question directly in the category “Questions”. You have to choose one of the subcategories “Mezzio”, “Components and MVC” or “API Tools”.
