Hi,
Every time I have been promt to choose to install i18n support it install it anyway I choose not to install it.
It is possible that the selection of laminas-form suport forces the i18n support insyallation?

Run composer why laminas/laminas-i18n to find out what is depending on it.
I have tried what you point to me. I guessed the dependence then 
sergarbes@laminas : ~/laminas-mvc-tutorial $ composer why laminas/laminas-i18n
laminas/laminas-mvc-form 1.0.0 requires laminas/laminas-i18n (^2.7.2)
