I cannot create the API module, please check if already exists

Hello,
im new and my name is Sascha. I try the first time an RestAPI in my C# Programm and i want to use Laminas to store the datas in an database.

At first, sorry for my bad english.

I try to install laminas. I did the “Get Started” steps from
https://api-tools.getlaminas.org/documentation/intro/installation

When i create an new API i get the error " I cannot create the API module, please check if already exists"

After searching on google i only find the tipp that i give the directory config and module the chown 777. Its done but i cant create an new API.

System: Ubunto vServer with Plesk

I hope you can understand the sentences that i wrote.

Hello,
i installed laminas a few times. i get everytime the same error.
I can create an database but i cant create an API.
When i try to create an API he make a dir unter “module”. I didnt get some error (error_reporting is on).
